Spouse and Children of Veteran – Hazlewood Exemption Eligibility

The Hazlewood Exemption is extended to spouses and dependent children of eligible active duty, Texas National Guard, and Air National Guard Veterans who:

  • Died in the line of duty or as a result of injury or illness directly related to military service
  • Are missing in action
  • Became totally disabled (100%) for purposes of employability as a result of a service-related injury or illness.

Special Note:  A child of a qualified veteran who is not 100% disabled or has a service-connected death may qualify for benefits under the Children of Veteran (Legacy Program).

Spouse and Children of Veteran-Specific Qualifications:

A Spouse/Child must:

  • Be a spouse/child of a Veteran who, at the time of entry into the U.S. Armed Forces, was a Texas resident, designated Texas as Home of Record, or entered the service in Texas;
  • Be a spouse/child of a Veteran of the U.S. Armed Forces, Texas National Guard, or Texas Air National Guard who died as a result of service-related injuries or illness, is missing in action, or became totally disabled (100%) as a result of a service-related injury or illness or is entitled to receive compensation at the 100% rate due to individual employability (IU) due to a service connected injury or illness;
  • Have no federal Veterans education benefits, or have no federal Veterans education benefits dedicated to the payment of tuition and fees only (such as Chapter 33 or 31) for term or semester enrolled that do not exceed the value of Hazlewood benefits;
  • Meet the GPA requirement of the institution’s satisfactory academic progress policy in a degree or certificate program as determined by the institution’s financial aid policy. (Effective fall 2014)
  • Be a resident of Texas for the term or semester enrolled (as indicated on UTHSCSA’s Residency Data by the Registrar’s Office)

Spouse and Children of Veteran – Guidelines:

  • Hazlewood applications and supporting documents will be accepted by the Office of Veteran Services and Financial Aid after the veteran has obtained all required documents
    • Applications will be processed after the student has enrolled for the term the benefits will be utilized
    • Incomplete packets will not be accepted
  • Complete Applications and all supporting documentation must be received by UTHSCSA no later than the last day of class in order to be evaluated for the semester or term.  Medical and Dental Students must submit all required documents the last day of Fall classes for the academic year
  • The exemption cannot be applied retroactively for previous terms, no exceptions
  • Hazlewood applications can be used for the full Academic Year (i.e. Fall – Summer), the veterans must be sure to indicate all the terms on the application.
  • Hazlewood eligibility processing may take up to 2 – 3 weeks, student should be prepared to make other arrangements to pay tuition and fees if Hazlewood has not posted to their Student Account

 Helpful information:

  •  Copies of DD214 can be requested from the National Archives eVetRecs website
  • Copies of  Letter of Exhausted Federal Benefits  can be obtained from the VA at (1-888-442-4551)
  •  **The Office of Veteran Services and Financial Aid is also required to verify that the applicant(s) is not in default on any loans made or guaranteed through the State of Texas (this process may take up to 2 – 4 days)
