CHAPTER 33 – Post 9/11 GI Bill®

CH 33 – Post 9/11 provides financial support for education and housing to individuals who generally:

  • Served a minimum of 90 days on active duty after September 10, 2001

In order to retain eligibility, after meeting the service requirements, an individual must:

  • Be honorably discharged from the Armed Forces; or
  • Be released from Armed Forces with service characterized as honorable and placed on the retired list, temporary disability retired list, or transferred to the Fleet Reserve or the Fleet Marine Corps Reserve; or
  • Be released from Armed Forces with service characterized as honorable for further service in a reserve component

Entitlement:  Generally provides up to 36 months of education benefits

Chapter 33 – Post 9/11 GI Bill® Benefits:

Tuition and Fees

  • Tuition and fees payment is paid directly to the school on behalf of the student when the school’s enrollment certification is processed (tuition and fees payment is prorated by the student’s eligibility percentage)

Payment Applied

  • Upon VA Enrollment Certification, the Bursar’s Office will apply a Third Party Payment to the student’s account in anticipation of VA’s Tuition and Fees Payment. This will eliminate the need of a Tuition Emergency Loan.  If the VA does not send the anticipated payment and we are unable to resolve the situation for the student, the student will become responsible for the balance.

BAH – Housing Allowance

  • A monthly housing allowance is paid directly to the student at the beginning of each month for the previous month (housing allowance is prorated by the student’s eligibility percentage)
  • Generally the same amount of BAH for an E-5 with dependents, based upon the zip code of the institution
  • The housing allowance is only paid if the student’s rate of pursuit is more than 50% (as calculated by the VA)
  • Individuals only enrolled in distance learning courses (online courses) will be eligible for a monthly housing allowance equal to 50% of the national average of all Basic Allowances for Housing
  • Active Duty personnel and their spouses utilizing transferred entitlement are not eligible for the housing allowance

Book and Supplies Stipend

  • The books and supplies stipend is a lump sum payment paid directly to the student when the school’s enrollment certification is processed for each term. (books and supply stipend is prorated by the student’s eligibility percentage)
    • The books and supplies stipend pays $41.67 per credit certified, up to 24 credits for the academic year (08/01/YY-07/31/YY).
    • The maximum books and supplies stipend is $1,000 per academic year
    • Active duty personnel and their spouses utilizing transferred entitlement are eligible for the books and supplies stipend
    • Computers are not covered by CH 33 – Post 9/11. Only tuition and fee charges in the student’s billing statement can be reported to the VA.
  • Students receiving CH 33 are not currently required to verify their attendance with the VA at the end of each month

In-State Tuition Rate

As required by  Section 702 of the Veterans Access, Choice and Accountability Act of 2014 (“Choice Act”), effective July 1st, 2015 eligible students using benefits under the Post-9/11 GI Bill® and Montgomery GI Bill®-Active Duty will be charged the In-State Tuition Rates.  Eligible students under this provision include:

  • A Veteran who lives in the state in which the institution of higher learning is located(regardless of his/her formal state of residence) and enrolls in the school within three years of discharge from a period of active duty service of 90 days or more.
  • A spouse or child using transferred benefits who lives in the state in which the institution of higher earning is located (regardless of his/her formal state of residence) and enrolls in the school within 3 years of the transferor’s discharge from a period of active duty service of 90 days or more.
  • A spouse or child using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who lives in the state in which the institution of higher learning is located (regardless of his/her formal state of residence) and enrolls in the school within three years of the Service-member’s death in the line of duty following a period of active duty service of 90 days or more.
