Children of Veteran (Legacy Program) – Transferability of Benefits Hazlewood Exemption Eligibility

Eligible veterans may assign unused hours of exemption eligibility to a child under certain conditions.

To be eligible, a child using the Legacy Program must:

  • Be a Texas resident (UT Health San Antonio’s Residency Data for the student as indicated by the Registrar’s Office)
  • Be the biological child, stepchild, adopted child, or claimed as a dependent in the current or previous tax year
  • Be 25 years or younger on the first day of the term for which the exemption is claimed
  • Meet the GPA requirement of the institution’s satisfactory academic progress policy in a degree or certificate program as determined by the institution’s financial aid policy. (Effective fall 2014)
  • Legacy recipients will receive an exemption for the number of degree-certified hours reported by the institution for that term or semester. Maximum degree-certified hours awarded to the Legacy recipient will be dependent upon the degree or certificate program in which the student is enrolled for that term or semester and shall be consistent with the program length as defined within the school catalog. This requirement is commonly referred to as the “degree-certified hours rule” essentially means that unlike other categories of Hazlewood students, a Legacy child must be on a degree plan and can only use the exemption for the minimum number of credits required for the degree or certificate.
  • Not be requesting the Hazlewood Exemption-Legacy Program while another qualified beneficiary is using the exemption at another school

**Effective Fall 2011, a veteran’s spouse or a child’s guardian, conservator, custodian, or other legally designated caretaker may re-assign unused hours to an eligible child (through the Legacy Program) on behalf of the veteran if the veteran died prior to requesting the transfer of hours (all other eligibility criteria for the Legacy Program must be met)

**Veterans’ spouses are not eligible to receive a transfer of unused hours

Children of Veteran (Legacy Program) – Guidelines:

  • Hazlewood applications and supporting documents will be accepted by the Office of Veteran Services and Financial Aid after the veteran has obtained all required documents
    • Applications will be processed after the student has enrolled for the term the benefits will be utilized
    • Incomplete packets will not be accepted
  • Complete Applications and all supporting documentation must be received by UTHSCSA no later than the last day of class in order to be evaluated for the semester or term.  Medical and Dental Students must submit all required documents the last day of Fall classes for the academic year
  • The exemption cannot be applied retroactively for previous terms, no exceptions
  • Hazlewood applications can be used for the full Academic Year (i.e. Fall – Summer), the veterans must be sure to indicate all the terms on the application.
  • Hazlewood eligibility processing may take up to 2 – 3 weeks, student should be prepared to make other arrangements to pay tuition and fees if Hazlewood has not posted to their Student Account

  • Copies of DD214 can be requested from the National Archives eVetRecs website
  • Copies of Letter of Exhausted Federal Benefits  can be obtained from the VA at (1-888-442-4551)

**The Office of Veteran Services and Financial Aid is also required to verify that the applicant(s) is not in default on any loans made or guaranteed through the State of Texas (this process may take up to 2 – 4 days)
